In the state of North Carolina, buoys are being installed next to the banks of Lake Norman adjacent to Interstate 77 in order to reduce traffic rubber necking in the area. The reason for this implementation was to solve a problem; apparently local female boaters who are in the habit of docking by the roadside lake flash their breasts at passing drivers though causing them to slow down.
I would think, this trick works better than installing speed cams and putting a cap on speed limits.
